Roofing in Los Angeles
The Los Angeles Department of Building and Safety (LADBS) says projects on its Express Permit Eligibility bulletin need no plan review and can be permitted online through PermitLA, so ask LADBS whether your re-roof is on that list. Call 311, or (866) 452-2489 inside Los Angeles County. The LADBS homeowners guide also says some contractors may self-certify replacement work, and that program answers at (213) 482-6786 if you want to know whether your roofer takes part.
A Los Angeles re-roof is also an alteration under the state's Title 24 energy rules, and cool roof requirements apply once 50 percent or more of the roof area is replaced. ENERGY STAR alone isn't enough. The Energy Commission recognizes only Cool Roof Rating Council ratings, so ask for the Council rating of the product going on your house. If the January 2025 Palisades and Eaton wildfires (declaration DR-4856, dated 2025-01-08) or another declared emergency damaged the house, the repair contract must carry a Seven-Day Right to Cancel notice.
Look for that notice on the contract before you sign. Inspections are requested online, in the LADBS Go app or by phone, at least 24 hours ahead of the visit. The Construction Service Centers open Monday through Friday from 7:30 a.m.
What roofing costs near Los Angeles
There's no roofing quote from Los Angeles on file, so the page has no price for the city. The California page lists the estimates alongside what roofers are paid ($32.41 an hour in the BLS wage data, which is pay, not price). How we estimate costs.
Permits for roofing work in Los Angeles
Plenty of cities run their own building department, so start by asking the City of Los Angeles building department who issues roofing permits.
Your city or county building department decides whether a re-roof needs a permit, and CSLB says code requirements vary around the state, so ask the one for your address. California's Energy Code counts reroofing as an alteration, not a repair, which is worth mentioning when you ask what applies to your roof.
