Gutters · California

Are your California gutters overflowing, or full of leaves in a fire zone?

Short answer

In state responsibility areas and Very High Fire Hazard Severity Zones, PRC 4291 and Government Code 51182 require owners to keep the roof free of leaves, needles and other plant material. CAL FIRE's guidance for the first 5 feet around a home adds the gutters. A whole-house gutter installation is estimated at $2,175 to $6,675 per average home, installed, an estimate and not a quote.

Which license to ask for on a gutter job

The C-39 text lists roofing, waterproofing and membrane materials and doesn't name gutters, so ask which CSLB class the company holds for this work. Look it up on CSLB's check. B&P 7048 exempts only a casual, minor job under $1,000 that needs no permit, done by someone who doesn't advertise as a contractor or employ help.

What gutters cost in California

Gutter installation on an average home is estimated at $2,175 to $6,675 per average home, installed. The band is one national range, widened 15 percent each side and multiplied by California's roofer wage ratio of 1.16, and a per-foot row follows in the table.

No California company price for gutters went into it, which leaves it a model rather than a quote.

Repair a section, or install new gutters

The model prices a whole-house installation. Ask whether a quote is for that or for re-hanging one section, because the two aren't the same job.

Usually a repair
  • One joint or hanger has failed.
  • The rest of the run is straight and attached.
Usually a replacement
  • Sections have failed along most of the run.
  • The company is already replacing the roof edge.

Rain gutters have to carry

NOAA's 1991-2020 normals give 9.79 inches of precipitation a year at San Diego and 10.99 at Fresno, against 18.14 at Sacramento and 19.64 at San Francisco, with Los Angeles at 12.23. Each is a single airport station. Your street may get more or less, so size the downspouts with the company, not from the airport figure.

Fire rules that put gutters on the list

Public Resources Code 4291 and Government Code 51182 require owners in state responsibility areas and Very High Fire Hazard Severity Zones to keep the roof free of leaves, needles and other vegetative material. Gutters come up in CAL FIRE's guidance. Its Defensible Space page tells owners to clear dead plants and debris from the roof, gutters, deck and under porches in Zone 0, the first 5 feet around the home. The State Fire Marshal's Fire Hazard Severity Zones page explains the zone maps.

Gutters when the roof comes off

Ask for the gutters to appear as their own line in any roof replacement quote, so each price can be compared on its own.

A gutter problem that is urgent

Call right away
  • A section has pulled loose and water is pouring against a wall.
  • Overflow is entering the house at the roof edge.
Can usually wait for a normal appointment
  • Slow dripping at a joint in dry weather.
  • Debris you can clear before the next rain.

What to check before anyone climbs

  1. Look for debris on the roof and in the gutters from the ground.
  2. Ask which CSLB class the company holds for gutter work.
  3. Check whether your address is in a mapped fire hazard zone.

Permits for gutter work

Our cost model adds no permit for gutters. Health and Safety Code 17958 leaves each city or county free to amend the state standards, so ask the building department if the job reaches the roof edge.

Before any work starts, ask for the license number and check it with your state's licensing board.
