Who repairs a storm-damaged roof
CSLB's C-39 roofing class is defined by work that seals, waterproofs and weatherproofs structures. Check that license before work starts. Ask for photographs of each damaged area, too, because they go with your claim.
What storm damage work costs in California
Storm repair with water damage is estimated at $985 to $8,000 per repair with water damage. The band comes from one national range, widened 15 percent each side and multiplied by California's roofer wage ratio of 1.16, and it's a model and not a quote.
No counted California company price shaped the band. If a written quote lands outside it, ask the company what accounts for the difference.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $985 to $8,000 per repair with water damage | Built from one national published range, adjusted by the California roofer wage ratio (1.16). Eight California roofing companies publish a whole-roof range for asphalt-shingle replacement on their own websites (cost-guide pages, not price lists); the roof replacement range is the middle half of what they print. Other company figures (repair starting prices, per-square-foot and tile ranges) are not matched to a job here, so the other ranges rest on the national estimate. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Roofer wage, California mean | $32.41 an hour | BLS May 2025 pay for roofers in California, which is pay and not a repair price. |
Estimated range. Built from national published ranges (1 source), adjusted by California's roofer wage ratio to the US (1.16, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
Repair the damaged part, or replace the roof
A replacement-cost policy pays the cost to repair, rebuild or replace without deduction for depreciation up to the limit under Insurance Code 2051.5, and the code-upgrade coverage sits on top. Ask the adjuster in writing whether the claim is scoped as a repair or a replacement.
- The damage is limited to one slope or section.
- The insurer's estimate and the roofer's agree on the area.
- The damage covers most of the roof.
- Matching the damaged area would reach half the roof or more.
What NOAA recorded in California, July 2024 to June 2026
NOAA's Storm Events database lists 157 county records of thunderstorm, high or strong wind at 50 knots or more. Imperial County leads with 33. Los Angeles follows with 25, then San Bernardino 15, Santa Barbara 13, and Ventura and Riverside 10 each. Hail of 1 inch or larger is sparse, with 12 county records, and the database logs 6 tornadoes and 88 wildfire zone records, most in Western Siskiyou County.
None of these counts measures roof damage. Hail of that size is rare in California compared with the Plains or the Midwest. FEMA lists 14 major disaster declarations for California since 2023, the latest DR-4856 for the Palisades and Eaton wildfires and straight-line winds, dated January 8, 2025.
The first calls on a claim
CDI's wildfire guidance tells claimants to start by contacting the insurer or agent, to take time before signing a public adjuster contract, and to check the adjuster's license and standing. If you do sign one, Insurance Code 15027 requires the contract to state the fee as a percentage and its base, and gives you three business days to cancel. CDI also suggests getting at least one estimate of the rebuild cost from a contractor holding a CSLB license. Its consumer hotline is 800-927-4357.
The clocks that run on a California claim
The standard fire policy in Insurance Code 2071 asks for prompt written notice, protection of the property from further damage, and a sworn proof of loss within 60 days unless extended in writing. Suits must start within 12 months. It stretches to 24 months when the loss relates to a declared state of emergency, and for an emergency loss an insurer may not require proof of loss in less than 100 days.
Once proof of claim arrives, the insurer has no more than 40 calendar days to accept or deny it, and a denial must be in writing with every basis stated (10 CCR 2695.7(b), from Cornell's copy). In a declared emergency, additional living expense coverage lasts at least 24 months, with an extension to 36.
Choosing the repairer, and matching
An insurer may not require you to use a specific repair company, and it may suggest one only if you ask or were told in writing of your right to choose (10 CCR 2695.9, in the same Cornell copy). Where replacement items don't match in quality, color or size, that section has the insurer replace all items in the damaged area to a reasonably uniform appearance. Ask how wide the damaged area is.
Door-to-door roofing offers after a storm
You can cancel a contract signed at your door until midnight of the third business day, or the fifth for a senior citizen, and seven business days when a declared emergency caused the damage. Salespeople at your door must be registered. CSLB calls them Home Improvement Salespersons, and one registration can cover several employers. A gift that isn't tied to signing is allowed only up to $5, and only one per transaction (B&P 7157).
For 180 days after a proclamation, Penal Code 396 caps repair prices at 10 percent over the earlier price unless added labor or material costs explain the rise.
Storm damage that can't wait
- Rain is getting in through an opened roof now; start with emergency roof repair.
- A limb or debris has punched through the roof and the deck is exposed.
- Missing granules or a few lifted shingles with no leak inside.
- A claim that is open while you wait for the adjuster's visit.
What to do after a storm, before anyone signs
- Contact your insurer or agent to start the claim.
- Look up every roofer who knocks on CSLB's license check.
- Read the contract for the cancel notice and the price in dollars and cents.
Permits for storm repairs
Whether a storm repair needs a permit depends on the repair, and Health and Safety Code 17958 lets a city or county amend the state standards, so ask the building department before work starts. Work that needs a permit is also outside B&P 7048's small-job exemption.
Before any work starts, ask for the license number and check it with your state's licensing board.
Questions people ask
How long does my insurer have to answer a roof claim in California?
10 CCR 2695.7(b) sets the limit, and a first-party denial must be in writing and list every basis with its factual and legal reasons. That's the text on Cornell's copy of the regulation; CDI's hotline, 800-927-4357, takes questions about it.
How much does storm damage repair to a roof cost in California?
A national range adjusted by California's roofer wage ratio sits behind it. Compare a written quote with the band, and ask the company to explain a gap.
Can I pick my own roofer after a storm?
10 CCR 2695.9 lets it suggest one only if you ask or were told of your right to choose in writing. If you accept the suggestion, the insurer has to restore the property to at least its pre-loss condition at no extra cost beyond the policy.
How long do I have to sue my insurer in California?
Insurance Code 2071 sets those periods for the standard form fire policy. Ask an attorney how they apply to your policy.
How often is large hail recorded in California?
Wind is the more common record, at 157 county records of 50 knots or more. The counts say nothing about how many roofs were hurt.
