Roof repair · California

Can part of a California roof be repaired, or does it all need replacing?

Short answer

California's Energy Code starts its cool roof requirements when 50 percent or more of the roof area is replaced, so ask any company what share of your roof its proposal covers. A repair still has rules of its own: any covering applied in a repair must be at least Class C under Health and Safety Code 13132.7. Our model puts a repair at $150 to $4,000 per repair, minor to moderate, an estimate and not a quote.

Which license covers a roof repair

CSLB's roofing class is C-39, which its regulation describes as installing products and repairing surfaces that seal, waterproof and weatherproof structures. Before anyone climbs up, ask the company to name the damaged part, then to photograph it before and after the work.

A repair replaces the torn or missing shingles at the spot where water got in and leaves the rest of the roof as it is.

What roof repair costs in California

Our model puts a roof repair at $150 to $4,000 per repair, minor to moderate. One national range sits behind it, widened 15 percent each side, with California's roofer wage ratio of 1.16 applied, and the national sources disagree widely, which is why the band is broad.

No California company price for repairs went into it. Read it as a model, never as a quote.

Eight California roofing companies publish a whole-roof range for asphalt-shingle replacement on their own websites (cost-guide pages, not price lists); the roof replacement range is the middle half of what they print. Other company figures (repair starting prices, per-square-foot and tile ranges) are not matched to a job here, so the other ranges rest on the national estimate. Where repair ends and replacement starts

The Energy Commission's compliance manual calls reroofing an alteration and not a repair, and it counts replacing part or all of a roof assembly or installing a new finish surface as alteration. Its cool roof requirements start when 50 percent or more of the roof area is replaced, and Health and Safety Code 13132.7 uses a 50 percent line within one year for its fire-class rule.

Usually a repair
  • The work covers well under half the roof area.
  • The company can point to the damaged material and show you the photos.
Usually a replacement
  • The proposal replaces 50 percent or more of the roof, which triggers the cool roof rules.
  • Repairs within one year add up to more than half the roof, which counts as a replaced roof for the fire-class rule.

Who can do a small job without a license

AB 2622, signed in September 2024, rewrote B&P 7048 so the license exemption covers a project only when its whole price is under $1,000, the work is casual, minor or inconsequential, and no building permit is needed. Split contracts don't count. Nor does the exemption reach anyone who advertises as a contractor or employs someone to help.

An unlicensed person may advertise only for work under $1,000, and the ad has to say they aren't licensed. Contracting without a license is a misdemeanor, punishable on a first conviction by a fine of up to $5,000, up to six months in county jail, or both.

Matching shingles when your insurer pays

When a loss needs replacement items that don't match the rest in quality, color or size, 10 CCR 2695.9(a)(2) says the insurer shall replace all items in the damaged area so they conform to a reasonably uniform appearance. That's the regulation's wording as Cornell's Legal Information Institute prints it, so ask your adjuster in writing how the insurer reads it for your roof.

Fire class applies to repairs too

Health and Safety Code 13132.7 counts any roof covering applied in a repair, alteration or replacement among the roofs that must be at least Class C statewide. The floor rises to Class B in designated Very High Fire Hazard Severity Zones and in state responsibility areas other than moderate zones. Class A applies in Very High zones that CAL FIRE or a local agency designates under 13132.7(d). Ask which class the patch material carries.

Repairs that shouldn't wait

Call right away
  • Water is coming in during a storm.
  • Wind has lifted shingles or flashing and left the deck open.
Can usually wait for a normal appointment
  • A few cracked or slipped shingles with no leak inside.
  • Weathered caulk around a vent that hasn't leaked.

What to settle before you hire

  1. Search the company's license number on CSLB's license check.
  2. Get the price in writing in dollars and cents.
  3. Ask your insurer how it treats shingles that won't match.

Which repairs want a permit

Health and Safety Code 17958 lets each city or county amend the state building standards, so your building department is the office that says whether a repair needs a permit. If it does, the job also falls outside the under-$1,000 license exemption in B&P 7048.

Before any work starts, ask for the license number and check it with your state's licensing board.

Questions people ask

When can someone repair a roof in California without a contractor license?

B&P 7048 sets those conditions and removes the exemption for anyone who advertises as a contractor or employs others on the job. Splitting a larger job into small contracts doesn't qualify.

What does a roof repair cost in California?

A single national range sits behind the band, adjusted by California's roofer wage ratio. Ask each company to write down which part of the roof its price covers.

Will my insurer pay to make the repaired shingles match?

10 CCR 2695.9(a)(2) applies where replacement items don't match in quality, color or size. Ask the adjuster to put the insurer's reading of it in writing.

Is a new roof covering in a repair held to a fire class?

Health and Safety Code 13132.7 sets Class C statewide, Class B in designated Very High zones and state responsibility areas other than moderate zones, and Class A in Very High zones designated by CAL FIRE or a local agency. A jurisdiction that adopts the State Fire Marshal's model ordinance can be an exception.

How much can a roofer ask as a deposit on a repair?

B&P 7159.5 sets that cap on home improvement contracts and requires a written contract with the dollar amount. A small call-out can be a service and repair contract instead. Under B&P 7159.10 that's a job of $750 or less that you asked for, limited to the problem you called about, with no payment due or accepted until the work is complete.
