Who may take an emergency call on a roof
CSLB's C-39 roofing class covers installing products and repairing surfaces that seal, waterproof and weatherproof a structure. Put the license number into CSLB's license check while the company is still on the phone, because the result shows the license status and any complaint disclosure.
Ask whether a price is for temporary protection or for the permanent repair. Our cost model treats a tarp as temporary and expects any permit to come with the repair that follows.
What emergency roof repair costs in California
Emergency roof work comes out at $170 to $935 per job in our model. One national range sits behind it, widened 15 percent each side and adjusted by California's roofer wage ratio of 1.16.
No counted California company price went into this band. Treat it as a planning figure; the price you agree is the one on the written contract.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $170 to $935 per job | Built from one national published range, adjusted by the California roofer wage ratio (1.16). Eight California roofing companies publish a whole-roof range for asphalt-shingle replacement on their own websites (cost-guide pages, not price lists); the roof replacement range is the middle half of what they print. Other company figures (repair starting prices, per-square-foot and tile ranges) are not matched to a job here, so the other ranges rest on the national estimate. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Roofer wage, California mean | $32.41 an hour | What roofers earn per BLS for May 2025, which is pay and not the price of a call-out. |
Estimated range. Built from national published ranges (1 source), adjusted by California's roofer wage ratio to the US (1.16, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. We have no counted California company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 23, 2026.
The price cap after a declared emergency
Penal Code 396 makes it unlawful, for 180 days after a state or local emergency proclamation, to sell or offer repair, reconstruction or emergency cleanup services for more than 10 percent above the price charged immediately before. There's one exception. A higher price is allowed where it's directly attributable to added labor or material costs and stays within 10 percent above cost plus the customary markup, so ask a contractor who quotes above its earlier price to show those costs.
Cancel rights and what a roofer may ask you to pay
A contract to repair a home damaged by an event under a declared state of emergency must carry a Seven-Day Right to Cancel notice, which gives you seven business days. Ordinary home improvement contracts give three business days, or five for a senior citizen.
CSLB's Disaster Help Center adds rules for rebuilding after a declared disaster. The contract must be fixed-price. Time-and-materials or cost-plus pricing isn't allowed, the downpayment can't exceed $1,000 or 10 percent of the price, whichever is less, and no progress payment may exceed the value of work completed. If a contractor can't meet those terms, CSLB says to check the license and get other bids.
Service calls of $750 or less
A job of $750 or less that you start by calling, limited to what's reasonably necessary to fix the problem that prompted the call, is a service and repair contract under B&P 7159.10. No payment is due until it's done. Under B&P 7159.14 the contract must state the amount, and a time-and-materials estimate can't be exceeded without your written authorization.
Calling your insurer, and choosing who repairs
CDI's wildfire claim guidance starts with a call to your insurer or agent. Under 10 CCR 2695.9, as printed on Cornell's copy of the regulation, an insurer may not require a particular repair company and may suggest one only if you ask or have been told in writing that the choice is yours.
What counts as an emergency on a roof
- Water is running through the ceiling or down a wall as you read this.
- Part of the roof has been opened by a fallen limb or by wind.
- A ceiling stain that is dry and has stopped growing.
- A quote for next season's work that you are still comparing.
Answer these before anyone climbs a ladder, yourself included.
- Is water coming inside right now?
- Is a tree or a pile of debris sitting on the roof?
- Are shingles missing since the last storm?
- Is a ceiling sagging, or is a stain spreading?
- Has a claim been filed, and is there a deadline on it?
If the first or second is a yes, send the form with Emergency roof repair picked, and get anything valuable out from under the leak. A yes to the fifth shows you the insurance claim guide before the form.
What to settle before the crew starts
- Read the license number back from CSLB's license check before the crew climbs.
- Ask for the price in writing, in dollars and cents.
- Call your insurer or agent to open the claim, as CDI advises.
Permits for emergency roof work
Health and Safety Code 17958 lets a city or county amend the state building standards, so the permit question belongs to your building department. Ask it about the repair that follows the tarp.
Before any work starts, ask for the license number and check it with your state's licensing board.
Questions people ask
Can a roofer raise prices after a storm in California?
Penal Code 396 sets the 10 percent limit once a state or local emergency has been proclaimed, and the period for repair and reconstruction services is 180 days. A contractor who goes above it has to show the rise is directly attributable to added labor or material costs, and even then the price stays within 10 percent of cost plus the customary markup.
How much does an emergency roof repair cost in California?
The band comes from one national range adjusted by California's roofer wage ratio, and no California company price for this job is in it. Hold it up against the written price you're offered.
Do I have to use the roofer my insurance company suggests?
10 CCR 2695.9, read on a secondary copy at Cornell, lets an insurer suggest a company only if you ask for a suggestion or have been told in writing that the choice is yours.
Can I cancel an emergency roofing contract in California?
B&P 7159 requires that notice on repair contracts for premises damaged by a sudden or catastrophic event under a proclaimed emergency. For other home improvement contracts the window is three business days, or five for a senior citizen, and the contractor must return payments within 10 days of your cancellation notice.
Can a roofer ask for payment before the work is done?
B&P 7159.5 caps the downpayment there and bars requests for payment above the value of the work performed or material delivered. On a service and repair contract of $750 or less, no payment is due until the work is complete.
