What the roofing class covers on a flat roof
CSLB's C-39 text lists asphaltum, pitch, tar, felt, glass fabric, urethane foam and membrane materials, so work in those materials falls inside the roofing class's definition. Read the classification on the contractor's CSLB result before anyone starts.
What a flat roof costs in California
Flat roof work is estimated at $4,275 to $22,700 per roof, including a typical permit fee of $328 for the replacement scenarios. One national range sits behind it, widened 15 percent each side and multiplied by California's wage ratio of 1.16.
Treat it as a model. No California company price for flat roofs is in it.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $4,275 to $22,700 per roof | Built from one national published range, adjusted by the California roofer wage ratio (1.16) plus a typical permit fee ($328). Eight California roofing companies publish a whole-roof range for asphalt-shingle replacement on their own websites (cost-guide pages, not price lists); the roof replacement range is the middle half of what they print. Other company figures (repair starting prices, per-square-foot and tile ranges) are not matched to a job here, so the other ranges rest on the national estimate. Basis: no state company sample (no counted California company price for this job), national estimate only. |
| Estimated range per square, not a quote | $295 to $1,475 per square (100 square feet), installed | Built from one national published range, adjusted by the California roofer wage ratio (1.16). | Roofer wage, California mean | $32.41 an hour | BLS May 2025 pay for California roofers, shown as pay and not as a job price. |
| Re-roof permit fee, middle of the city schedules | $328 | Typical of the schedules we checked; a repair may need none. |
Estimated range. Built from national published ranges (1 source), adjusted by California's roofer wage ratio to the US (1.16, BLS May 2025), plus the local permit fee where the city publishes one. Patch the membrane or replace it
Replacing 50 percent or more of the area triggers the cool roof rules. A company should say whether its scope crosses that line.
- Water enters at one seam, drain or edge.
- The rest of the roof is sound.
- The company finds failure across much of the surface.
- The proposal covers 50 percent of the roof area or more.
The low-slope numbers in the Energy Code
For low-sloped roofs the prescriptive route uses the aged solar reflectance and deck insulation values in Table 150.2-E, and the performance approach is the alternative. The compliance manual's Table 3-3 asks low-sloped roofs in climate zones 13 and 15 for a three-year aged reflectance of 0.63, emittance of 0.75 and SRI of 75.
For roof replacements the manual applies the low-slope criteria in climate zones 4 and 6 through 15 (Example 9-13). Ask the company which zone your house is in and which route its quote follows.
When recovering the surface counts as an alteration
Installing a new finish surface on an existing roof, or replacing part or all of the roof assembly, is an alteration in the Energy Commission's manual, and the cool roof requirements start at 50 percent of the roof area. The Cool Roof Rating Council is the body that decides which product qualifies.
Who may do the work
B&P 7048 lets an unlicensed person take a job only when it's under $1,000, casual or minor, and needs no permit. Anyone who advertises as a contractor or hires help loses that exemption, whatever the price.
A flat roof problem that is urgent
- Water is dripping inside from a roof that is flat or nearly so.
- A membrane has torn open in wind.
- A small blister or seam lift with no leak below.
- An older roof that is dry and still on your list for next year.
What to look at before you call
- Note where the ceiling stain sits and photograph it.
- Ask each company which climate zone and which cool roof route its price follows.
- Confirm the C-39 classification on CSLB's license check.
Does a flat roof job need a permit
A re-roof permit appears in the fee schedules of Fontana, Chula Vista, Fremont, Escondido, Carlsbad and Ventura. For a patch, Health and Safety Code 17958 leaves the rule to your city or county, so ask its building department which side of the line your job is on.
Before any work starts, ask for the license number and check it with your state's licensing board.
Questions people ask
What cool roof rule applies to a low-slope roof in California?
The compliance manual's Example 9-16 sets the trigger and allows the aged-reflectance and deck-insulation route for low-sloped roofs.
How much does a flat roof cost in California?
A company's written scope should say whether it prices a patch or a full system.
Who can replace a flat roof in California?
Its definition lists tar, felt, urethane foam and membrane materials. The unlicensed exemption stops at $1,000 and at work that needs a permit.
Is recovering a flat roof a repair?
It lists installing or replacing a finish surface on an existing roof, and replacing part or all of the roof assembly, as alterations and not repairs.
Does the CRRC rating matter on a flat roof?
An ENERGY STAR listing doesn't satisfy the rule, since its reflectance requirements differ and it has no emittance requirement.
