Skylight · Texas

Is your Texas skylight leaking, or do you want a new one cut in?

Short answer

Texas cities print permit lines for roof decking, not for skylights: Waco's roofing permit stops at 32 square feet of decking, and Killeen wants a permit whenever the deck or framing is damaged. No state agency licenses roofers, so the building office is the first call and the company's insurance papers are the second.

What a skylight job involves

A new skylight means an opening in the roof and new flashing around the frame. Replacing a leaking one swaps the unit and redoes that flashing. TDLR licenses no roofing trade, so the written scope and the company's certificate of insurance are what you check.

Flashing around a skylight is what carries water around the unit instead of letting it run in at the opening.

What a skylight costs in Texas: estimates, not quotes

Our model puts a skylight at $1,100 to $3,925 each, installed. That figure is one national range widened by 15 percent each way and scaled to Texas roofer pay (ratio 0.81), and no Texas company's skylight price is part of it. No permit fee is added, because the model's fee comes from re-roof schedules.

Expect a quote to differ. This band is modeled.

Reseal, replace or remove

A leak at a skylight starts at the flashing or the unit, and the repair follows from where the water enters. Ask the company to show the stain path before it quotes a new unit.

Usually a repair
  • The leak traces to flashing or sealant.
  • The glass and frame are intact.
Usually a replacement
  • The frame is cracked or rotted.
  • The unit has failed more than once after resealing.

The lines cities print for decking

Waco's roofing permit covers shingles, felt, flashing and decking of 32 square feet or less, and anything past that needs a Repairs and Alterations permit. Austin exempts roof decking that doesn't exceed 128 square feet. Denton's 2022 rule adds a Residential Alteration Permit when any decking is replaced.

Skylights on the coast

In the 14 coastal counties and Harris County east of Highway 146, TDI's no-inspection list covers roof repairs under 100 square feet that don't involve decking or framing members. Anything beyond that is a question for TDI's field offices, at 800-248-6032, option 4, before the opening is cut.

The contract

If a claim is paying, look for the boldface deductible notice: HB 2102's 2019 enacted text requires it in contracts of $1,000 or more expected to be paid from a property claim, and later amendments may differ. Pay by check or credit card, as TDI advises.

Skylight problems that cannot wait

Call right away
  • Water is streaming from the frame into the room.
  • The glass or dome has cracked and the opening is exposed.
Can usually wait for a normal appointment
  • Condensation on the glass with no water on the floor.
  • A quote for a new unit that you are comparing.

What to ask before the opening is cut

  1. Ask the building office whether the opening needs a permit.
  2. Ask the company who cuts the rafter and who pays if the frame leaks.
  3. Get the scope in writing, including the flashing.

Whether a skylight needs a permit

Waco, Austin, Fort Worth and Denton print rules for replaced decking but say nothing about skylights, so ask your building office whether cutting the opening counts. Killeen treats any damage to the deck or framing as permit work.

Texas has no state roofing license to check, so before any work starts, ask for the certificate of insurance and call the companies listed on it.

Questions people ask

How much does a skylight cost in Texas?

We put it at $1,100 to $3,925 each, installed, as an estimate and not a quote. It's built from a national range and Texas pay data, with no permit added.

Does a skylight need a permit in Texas?

It depends on your city, which sets its own line for decking. Waco's roofing permit stops at 32 square feet of decking, and Austin exempts decking up to 128 square feet.

Does a skylight need a TDI inspection on the coast?

Ask TDI first, because its exemption is for small repairs that leave decking and framing alone. That exemption covers roof repairs under 100 square feet with no decking or framing work, in the 14 coastal counties. TDI's field offices answer at 800-248-6032, option 4.

Can a roofer waive my deductible for a leaking skylight?

No: the deductible is yours under Texas law. TDI calls waiving it illegal, and HB 2102's 2019 text makes a seller's waiver a Class B misdemeanor.

Who installs a skylight in Texas?

A roofing company in practice, and Texas has no state roofing license. The Roofing Contractors Association of Texas, a trade association, says anyone can call themselves a roofer, so ask for the certificate of insurance.
