What gutter work includes
Gutter work means hanging or replacing the troughs along the eaves and the downspouts that carry water to the ground, often with fascia repair. On the coast, TDI groups fascia repairs, gutter repair and gutter replacement together as work that needs no windstorm inspection. TWIA's certificate page also lists gutters among work that doesn't need a certificate of compliance.
What gutters cost in Texas: estimates, not quotes
Our model puts gutters for an average home at $1,525 to $4,675 per average home, installed. It comes from one national range, widened 15 percent each way and scaled by the Texas roofer wage ratio of 0.81. No Texas company publishes a gutter price we could count.
Take it as a model. A written scope with the length of run and the material is what a price rests on.

| Estimated range, not a quote | $1,525 to $4,675 per average home, installed | Built from one national published range, adjusted by the Texas roofer wage ratio (0.81). Twelve Texas roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |

Repair or replace the gutters
TDI exempts both from a windstorm inspection, so the choice rests on the run itself. Our model prices a whole house.
- One section is loose or leaking at a joint.
- The fascia behind it is sound.
- Several sections have pulled away or rusted through.
- The fascia behind them is rotted.
Who may hang them
TDLR's regulated programs have no roofing license. The Roofing Contractors Association of Texas says anyone can call themselves a roofer and that the state doesn't require insurance. So ask for the certificate of insurance and call the companies it lists, which is TDI's advice for any contractor.
Gutters on a roof job
If a claim is paying for gutters with the roof, the deductible is still yours. The 2019 enacted text of HB 2102 puts a boldface deductible notice in contracts of $1,000 or more expected to be paid from a claim; later amendments may differ.
Gutter problems that cannot wait
- A section has pulled away and water is pouring against the wall.
- A fallen limb has bent the run over a door.
- Peeling paint on a gutter that still drains.
- A quote for guards you are pricing for spring.
What to ask the gutter company
- Get the certificate of insurance and call the insurer named on it.
- Get the price in writing, with the length of run and the material named.
- Find out if the gutters are part of an insurance claim or a separate bill.
Does gutter work need a permit?
The Texas city roofing rules on this site don't mention gutters, so ask your building office whether a gutter-only job needs anything. On the coast, TDI says gutter repair or replacement needs no windstorm inspection.
Texas has no state roofing license to check, so before any work starts, ask for the certificate of insurance and call the companies listed on it.
Questions people ask
Do gutters need a windstorm inspection in Texas?
No. TDI lists gutter repair and replacement among coastal repairs that need none. The same list names fascia repairs, and roof repairs under 100 square feet that don't touch decking or framing.
How much does gutter installation cost in Texas?
Our range is $1,525 to $4,675 per average home, installed, an estimate only. It starts from one national range adjusted for Texas wages.
Does TWIA require a certificate for new gutters?
No: TWIA's examples of work that does not need one include gutters. TWIA lists painting, carpeting and fence repair beside them. Replacing a roof does need one.
Can the roofer put the gutters on my deductible?
No. The deductible on the whole claim is yours. TDI calls it illegal for a contractor to waive or absorb it, and HB 2102's 2019 text makes that a Class B misdemeanor for the seller.
Do I need a state license to hang gutters in Texas?
Not a state roofing license, because Texas has none. TDLR's program list has no roofing entry. Ask about the company's insurance instead.
