What happens on a repair visit
A repair starts where wind or water got in: torn or missing shingles, a lifted edge, flashing at a vent or a wall. TDLR's list of regulated industries has no roofing program. The Roofing Contractors Association of Texas, a trade association, says anyone can call themselves a roofer here, so before a crew climbs up, ask for the certificate of insurance and call the insurer it names, as TDI advises for any contractor.
What roof repair costs in Texas: estimates, not quotes
We put a roof repair at $105 to $5,000 per repair, minor to moderate. The model starts from a single national range, widens it 15 percent each side and scales it by the Texas roofer wage ratio of 0.81. Four Texas companies publish a repair price, too few for a range of their own, so their lowest and highest prices stretch the band.
It's a model, never a quote. Of the permit fees below, Pasadena's is the one that names repairs.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $105 to $5,000 per repair, minor to moderate | Built from one national published range, adjusted by the Texas roofer wage ratio (0.81), then widened to take in the lowest and highest of the four Texas company prices for this job ($150 to $5,000). Twelve Texas roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: small sample (4), national estimate joined with the company range. |
| Roofer wage, Texas mean | $22.69 an hour | BLS May 2025 pay for Texas roofers; a labor figure and not the price of a repair. |
| Roofing repair or replacement permit, Pasadena | $40 per structure | Pasadena's fee schedule, no effective date printed; it covers overlay or like-for-like replacement and minor decking work. |
Estimated range. Built from national published ranges (1 source), adjusted by Texas's roofer wage ratio to the US (0.81, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. Twelve Texas roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Only four Texas companies publish a price we could count for this job, too few for a range of their own, so the range is our national estimate widened to take in their lowest and highest prices. When a repair turns into a replacement
TDI's roof insurance page names no share of damage that turns a repair into a replacement, so ask the adjuster in writing which parts of the roof the estimate covers. Cities draw permit lines instead. Pasadena's is 25 percent of each roof, and Arlington's is 10 percent of the roof area.
- The damage sits in identifiable shingles or one flashing.
- The deck beneath the damage is intact.
- Wood decking or rafters are damaged, which Killeen treats as permit work at any size.
- The adjuster's estimate or a company's photos show damage across most of the roof.
The 100 square foot line on the coast
TDI lists roof repairs of less than 100 square feet, not involving roof decking or framing members, among the home repairs that need no windstorm inspection. That list matters in the 14 coastal counties and the part of Harris County east of Highway 146, where TWIA coverage generally requires a certificate of compliance. Bigger work can need an inspection. TDI wants the WPI-1 filed before that work begins.
When an insurance claim pays for the repair
Your deductible is part of the policy, and TDI says it's illegal for a contractor to waive it or help you avoid paying it; an estimate padded to cover it is fraud in TDI's words. The 2019 enacted text of HB 2102 adds a boldface deductible notice to any contract of $1,000 or more expected to be paid from a property claim. Later amendments may have changed that text.
Why an older roof changes the claim
As roofs age, TDI says, some companies switch to actual cash value, which pays less for a worn roof, and an insurer won't pay for a new roof just because the old one is worn out. Ask whether your wind and hail deductible differs from your other deductibles.
Repairs that cannot wait for a second bid
- Rain is coming through the ceiling right now.
- A limb or a gust has opened the deck.
- A few lifted shingles over a dry attic.
- A flashing edge that has not leaked since the last storm.
What you can check from the ground
- Look for missing or curled shingles and gaps at chimneys and vents, from the yard or with binoculars.
- Check ceilings and the attic hatch for stains, and photograph them with the date.
- Call your insurer or agent before you sign anything that mentions a claim.
Which Texas cities want a permit for a repair
Each city draws its own line for a repair permit. Killeen and Amarillo start at repairs over 100 square feet, and Killeen wants one at any size when the deck or framing is damaged. Pasadena requires a permit for repairs in excess of 25 percent of each roof, and Garland when the repair is worth $2,000 or more. Waco's roofing permit covers shingles, felt, flashing and decking of 32 square feet or less. Fort Worth needs none for shingles only.
Texas has no state roofing license to check, so before any work starts, ask for the certificate of insurance and call the companies listed on it.
Questions people ask
Can you repair just part of a roof in Texas?
Yes. The limits that apply are your city's permit line and, on the coast, TDI's inspection rule. Killeen and Amarillo want a permit past 100 square feet. In the 14 coastal counties, TDI's no-inspection list covers roof repairs under 100 square feet that don't involve decking or framing.
How much does a roof repair cost in Texas?
Our estimate is $105 to $5,000 per repair, minor to moderate; it is not a quote. It starts from one national range adjusted for Texas roofer pay (mean $22.69 an hour, BLS May 2025), and four Texas company prices stretch the band. Hold a written price against it; it still isn't a quote.
Do I need a permit to repair my roof in Texas?
It depends on your city, because each one sets its own repair line. Waco's roofing permit covers up to 32 square feet of decking, and Fort Worth needs no permit for shingles only. Killeen wants one past 100 square feet.
Does a Texas roofer need a state license?
No. TDLR's list of regulated industries has no roofing program, so the check falls to you. The Roofing Contractors Association of Texas, a trade association, says TDLR doesn't license roofing contractors. It runs a voluntary program of its own for individuals, which isn't a state license.
Can a roofer cover my insurance deductible?
No. TDI says it's illegal for a contractor to waive your deductible or help you avoid paying it. The 2019 enacted text of HB 2102 makes promising to waive it a Class B misdemeanor, and the insurer may ask for proof you paid before it pays the full claim.
