What a metal roof install involves
A metal roof is panels or metal shingles fastened over underlayment on a prepared deck. Plano's 2016 re-roof handout says metal panel, metal shingle and tile coverings need non-combustible underlayment. Garland wants manufacturer specifications with the permit.
What a metal roof costs in Texas: estimates, not quotes
A metal roof is estimated at $5,275 to $37,400 per roof, which takes in a typical Texas permit fee of $92. One national range sits under it, widened 15 percent at the low and high ends and adjusted by the Texas roofer wage ratio of 0.81. No Texas company's metal roof price is in the band.

|---|---|---|
| Estimated range, not a quote | $5,275 to $37,400 per roof | Built from one national published range, adjusted by the Texas roofer wage ratio (0.81) plus a typical permit fee ($92). Twelve Texas roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Texas company price for this job), national estimate only. |

Metal over shingles or a new deck
San Antonio's application allows a maximum of two layers of roofing under the IRC, and McKinney's 2020 guide lists cases where the old layers must come off. Ask the company which applies and what it does with the old covering.
- A single panel or fastener line is damaged.
- The deck is sound under the damaged section.
- Panels have failed across several slopes.
- The existing covering must come off under the city's layer rules.
The ratings TDI suggests asking about
TDI's windstorm program, which covers the 14 coastal counties, suggests asking for wind-resistant roofing tested to ASTM D 3161 at 110 mph or higher and Class 4 impact-resistant roofing under UL 2218. It also suggests a secondary water barrier and asks whether the product is TDI-approved. These are questions for a contractor. TDI's code is a separate document.
What the insurer may offer
A discount may be offered for wind-, hail- or fire-resistant materials, TDI says. Ask your insurer which ratings it recognizes before you choose a panel.
Who installs it
TDLR has no roofing license. The Roofing Contractors Association of Texas runs a voluntary credential for individual roofers, managed by the association itself, so a card from it is a trade association's program and not the state's.
Metal roof problems that cannot wait
- A panel has lifted in wind and water is entering.
- Fasteners have backed out and the deck is exposed.
- Surface scratches or dents that you have photographed.
- A quote for a conversion from shingles next year.
What to ask before ordering
- Ask for the product's wind and impact ratings in writing.
- Ask your insurer whether it gives a discount for the rating.
- Ask the building office what it needs with the permit application.
Permits for a metal roof
Garland says changing the roofing material requires a permit. Houston and Grand Prairie require one for any re-roof, as do McKinney's 2020 guide and Denton's 2022 rule. San Antonio's application asks whether the material changes, and Fort Worth needs none for shingles-only work.
Texas has no state roofing license to check, so before any work starts, ask for the certificate of insurance and call the companies listed on it.
Questions people ask
How much does a metal roof cost in Texas?
Expect a modeled $5,275 to $37,400 per roof; that is not a quote. The range rests on a national cost range adjusted for Texas wages, plus a typical permit fee.
Does a metal roof need a permit in Texas?
Where a city treats a material change as permit work, yes. Garland treats a change of material as permit work. Fort Worth exempts shingles-only jobs.
Do I get an insurance discount for a metal roof?
Possibly: TDI says a discount may be offered for wind-, hail- or fire-resistant materials. Ask your insurer for the rating it needs, in writing.
What wind rating does TDI's coastal program suggest for a roof?
ASTM D 3161 at 110 mph or higher. For the 14 coastal counties, TDI also suggests Class 4 impact-resistant roofing tested under UL 2218 and asks whether products are TDI-approved.
Do I need a state license to install a metal roof in Texas?
No, because Texas has no state roofing license to hold. Check the company's certificate of insurance and call the insurer on it, as TDI advises.
