Flat roof · Texas

Is the flat roof on your Texas house leaking, or worn out?

Short answer

A flat roof in Texas falls under the same city re-roof permits and coastal inspection rules as a sloped one. No state agency licenses the roofer, so the company's insurance papers are the check you can run. The estimate below is a national range scaled to Texas pay, with no Texas company's flat-roof price in it.

What flat roof work involves

A flat or low-slope roof sheds water through a membrane and drains. A leak repair patches the membrane or a drain flashing, and a replacement strips the membrane to the deck. TDLR licenses no roofing trade, and the Roofing Contractors Association of Texas, a trade association, says anyone can call themselves a roofer.

What a flat roof costs in Texas: estimates, not quotes

A flat roof is estimated at $2,850 to $15,800 per roof, and that includes a typical Texas permit fee of $92 for cities that charge one. Behind it is one national range, 15 percent added on each side, then scaled by the Texas roofer wage ratio of 0.81; no Texas company's flat-roof price went in.

Read the band as a model. The written quote that names the membrane is the price.

Flat roof patch or new membrane

An old roof may be paid at actual cash value instead of replacement cost, TDI notes, which changes what a claim covers. Before anyone quotes a whole membrane, have them show you where the water enters.

Usually a repair
  • The leak traces to one seam, drain or flashing.
  • The deck under the membrane is dry.
Usually a replacement
  • The membrane has failed in several places.
  • Repairs keep returning to different spots.

Permits when the roof changes shape

Giving a flat roof a slope is where cities ask questions. San Antonio's re-roof application asks whether the slope or the material changes, and a change of pitch there needs full plan review. In Garland, changing the pitch needs detailed plans and a new material needs a permit.

On the coast

In the 14 coastal counties and Harris County east of Highway 146, TDI says roof replacements generally have to be inspected before TWIA will cover the house. A small repair can be exempt: TDI's list leaves out repairs under 100 square feet with no decking or framing work. File the WPI-1 before the job starts, because the inspector comes during the work.

Insurance and an older flat roof

An aging roof can move to actual cash value with some companies, TDI says, and the insurer inspects the roof when you apply for a policy. The deductible stays yours. A contractor who offers to cover it is breaking Texas law.

Flat roof problems that cannot wait

Call right away
  • Water is pooling and coming through the ceiling below.
  • A seam or membrane has peeled back in wind.
Can usually wait for a normal appointment
  • A small blister you have photographed and marked.
  • A plan to replace the membrane next season.

What to ask before the work

  1. Ask the building office whether the membrane swap needs a permit at your address.
  2. Get the certificate of insurance and phone the insurer printed on it.
  3. Get the price in writing, with the membrane type named.

Which flat roof work needs a permit

San Antonio's and Garland's permit pages talk about pitch and material, not flat roofs as such, so ask your building office whether a membrane job counts as a re-roof. Houston and San Antonio require a permit for a re-roof, McKinney's 2020 guide for all roofing projects, and Fort Worth none for shingles only.

Texas has no state roofing license to check, so before any work starts, ask for the certificate of insurance and call the companies listed on it.

Questions people ask

How much does a flat roof cost in Texas?

The estimate is $2,850 to $15,800 per roof, and it is not a quote. The range rests on a national cost range and Texas wage data, with a typical city permit fee included.

Does a flat roof replacement need a permit in Texas?

Usually, though the rule is your city's. Houston and San Antonio want one for a re-roof and McKinney for all roofing projects, while Fort Worth exempts shingles-only work. Ask your city how it treats a membrane.

Do I need a state license to put on a flat roof in Texas?

No. TDLR's program list has no roofing license. The Roofing Contractors Association of Texas offers individuals a voluntary credential that it runs itself, and it isn't issued by the state.

Does a flat roof need a TDI inspection on the coast?

A replacement usually does, and a small repair may not. In the 14 coastal counties, TDI's no-inspection list includes roof repairs under 100 square feet that leave decking and framing alone. Most re-roofs there must be inspected.

Can I change a flat roof to a pitched one?

Cities ask for plans when the pitch changes. San Antonio requires full plan review for a change of pitch, and Garland requires detailed plans.
