Roof repair in Michigan: shingles, flashing and the permit question

Short answer

Roof repair in Michigan can mean replacing a few shingles or refastening flashing, or it can be the visit that shows the whole covering has to come off. No Michigan statute or code text we can cite sets a percentage that forces a replacement, so the 25 percent rule you may have heard of has no Michigan source. What decides it is the condition of the roof underneath and, on an insurance claim, how much of it the damage touches.

What a roof repair visit covers

A repair visit starts by finding where water or wind got in, then fixing that spot: replacing torn or missing shingles, refastening loose ones, or redoing flashing at a chimney, vent or wall. Ask the company to photograph what it finds and to say whether the surrounding roof will hold the repair.

Two code details help you check the work. The 2015 residential code says rusted, damaged or deteriorated existing flashings shall be replaced. For fasteners, it asks for corrosion-resistant roofing nails long enough to reach at least 3/4 inch into the sheathing, with not less than four per strip shingle or two per individual shingle. Asphalt shingles belong on slopes of 2:12 or more, with double underlayment from 2:12 to 4:12, so a low-slope porch roof may need a different system.

A repair replaces the torn or missing shingles at the spot where water got in and leaves the rest of the roof as it is.

What roof repair costs in Michigan: estimates, not quotes

Our estimate for a Michigan roof repair, from a few shingles to a moderate repair, is $135 to $3,700 per repair, minor to moderate. It is a model, not a quote: one published national range, adjusted for what Michigan roofers are paid. A repair that involves water damage inside the house costs more and is priced on the storm damage page. No Michigan roofing company we looked at published a price we could count, so none is shown.

The rows below the estimate are wages, which are pay and not price, and permit fees listed on city fee schedules.

How we estimate costs: the Estimated range row is a model, not a quote. It takes one published national range for this job (a cost guide from a third-party site that we have not verified and do not cite) and multiplies it by Michigan's roofer median wage ratio to the US (1.07, BLS May 2025 data read through O*NET OnLine). The wage and permit rows in the table are what roofing workers are paid and what a city's own schedule charges, and neither is a price. We have not collected quotes, and we found no Michigan roofing company that publishes a price we could count. Full method. Prices as of Oct 19, 2026.

Weighing a repair against a replacement with no percentage rule

Michigan sets no percentage, and no government source gives a roof lifespan we can quote. Ask the company for photos of the deck and the underlayment where the repair would go, and ask whether the old covering is adequate as a base. On an insurance claim, DIFS says the insurer covers the damaged portion, so a company recommending a full replacement should explain why in terms of the damage and the base.

Usually a repair
  • The damage is confined to identifiable shingles or one flashing.
  • The deck and underlayment under the damage are sound.
Usually a replacement
  • The old covering is water soaked or deteriorated, so it cannot serve as a base for a re-cover.
  • The roof already has two or more applications of roof covering, or the covering is slate, clay or cement tile.

Can you repair just part of a roof in Michigan?

Yes. Nothing in the Michigan rules we can cite bars a partial repair, and DIFS treats partial damage as the normal case: after hail or wind lifts shingles, a homeowners policy covers the portion of the roof that was damaged, and the insurer is not required to replace the entire roof. Policy wording still governs, so a full replacement is neither promised nor ruled out.

Where a repair stops being practical is a question about the base. The code bars putting a new covering over an old one where the existing roof is water soaked or deteriorated, where it is slate, clay, cement or asbestos-cement tile, or where it already has two or more applications of roof covering. Those are the cases a company will call a replacement. The repair or replace tool walks through the questions.

Who may do the work: the $600 line and the license

Roofing is a craft on the residential maintenance and alteration license. Work of $600 or more on a house needs one, with exemptions for an owner working on their own home and for single jobs under $600 in total. An unlicensed contractor faces a civil fine of $5,000 to $25,000, cannot sue for payment and cannot place a lien. You can check a license on LARA and read our license guide.

A contractor has no construction lien on a house unless the work is under a written contract that states the contractor's license number. Ask for the number, a written scope and a certificate of insurance; the certificate is advice, not a requirement we can cite.

When the repair follows a storm claim

DIFS says to make only temporary repairs until your insurer has inspected, and to photograph the damage before repairs if you can. It also says the choice of contractor is yours. DIFS calls asking a repairman to cover the deductible by raising the estimate insurance fraud, a felony under Michigan law, so decline any offer to do it.

Which roof repairs cannot wait

Call right away
  • Water is coming through the ceiling now. See emergency roof repair for what to do first.
  • A section of roof deck is exposed or sagging.
Can usually wait for a normal appointment
  • A few missing shingles over a dry attic: photograph them and call your insurer.
  • A loose flashing edge or a stain that has not grown after rain.

What you can check without going on the roof

  1. Look at the roof from the ground, with binoculars if you have them, for missing or curled shingles and gaps near chimneys and vents.
  2. Check ceilings and the attic from the hatch for stains and damp, and photograph them with the date.
  3. Stay off the roof, especially when it is wet, icy or covered in snow.

Which cities want a permit for a repair

Michigan's own list of permit exemptions does not include roofing or roof repair, and enforcement is local. The base code says no application is needed for ordinary repairs, which we rate medium confidence because Michigan's rule text does not list that section among its exceptions. Whether a given job is ordinary is your building official's call. As of Oct 19, 2026 LARA still lists the 2015 Michigan Residential Code; this may change, so check LARA before you rely on it.

Cities differ. Rochester Hills requires a building permit and plan review for repairs that replace more than 10 percent of the sheathing or any structural member. Portage requires none to remove and replace shingles only, but one for more than four sheets of decking. Southfield says re-roofing over an existing layer needs a permit, and Grand Rapids requires one to re-roof. Elsewhere, the building department decides.

Before any work starts, ask for the license number and check it with your state's licensing board.

A tool for this job

Repair or replace, and what it costs

Michigan has no rule that settles repair versus replace by age or by percent of roof, so this tool does not give a verdict on that. It sorts what to ask a roofing company for, using the Michigan code on layers, tear-off and ice barrier, and it estimates your roof area in roofing squares. Once you have the area, the page shows our modeled range for a replacement, which is an estimate and not a quote. It runs in your browser and asks for nothing.

Questions people ask

Can you repair just part of a roof?

Yes, and DIFS says that after hail or wind a homeowners policy covers only the damaged portion of the roof. The base under the repair matters; see the section above.

Is it cheaper to repair or replace a roof?

A repair is the smaller job: our estimate is $135 to $3,700 for a repair and $6,225 to $15,400 for a replacement. Those ranges are modeled estimates, not collected Michigan prices, so they cannot tell you which costs less over the years. The better question is what the deck and underlayment look like under the damage.

What is the average price of a roof repair in Michigan?

Our estimate is $135 to $3,700 per repair, minor to moderate. It comes from one published national range adjusted for what Michigan roofers are paid (the median is $28.62 an hour, BLS May 2025, medium confidence), so use it to judge a written quote, not as one. We found no Michigan roofing company that publishes a repair price.

Do I need a permit to repair my roof in Michigan?

It depends on your city, because roofing is not on the state's exemption list and enforcement is local. Portage requires none for shingles only; Rochester Hills requires one past 10 percent of sheathing.

Does a roof repair need a licensed contractor?

Work of $600 or more on a house needs a residential maintenance and alteration license with the roofing craft, unless you are the owner working on your own home. Check the number on LARA.

Should I repair my roof before the insurance adjuster comes?

Only temporarily: DIFS says not to make permanent repairs until the insurer has inspected. Photograph the damage first.
