What a roof repair involves
A repair replaces damaged shingles, tile or underlayment and reseals what the water reached. Section 489.105 also puts required roof-deck attachments and any repair of wood roof sheathing or fascia needed during the work inside the roofing contractor's scope.
What roof repair costs in Florida: estimates, not quotes
Minor to moderate repairs come out at $105 to $2,900 per repair, minor to moderate in our model, a wide band resting on one national source and scaled by Florida's roofer wage ratio of 0.84.
The model adds no permit fee for a repair. The city rows below print their own repair and re-roof fees.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $105 to $2,900 per repair, minor to moderate | Built from one national published range, adjusted by the Florida roofer wage ratio (0.84). Six Florida roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |
| Roofer wage, Florida mean | $23.49 an hour | Mean hourly pay of Florida roofers from BLS, May 2025; a wage and not a repair price. |
| Roofing repair permit, Palm Bay, single-family | $100 | Resolution 2024-30, the fiscal year 2024-25 rates. |
| Reroof permit, existing shingle roof, Lakeland | $72.00 | Includes two inspections, and the 2.5 percent state surcharge isn't in it. |
Estimated range. Built from national published ranges (1 source), adjusted by Florida's roofer wage ratio to the US (0.84, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. Six Florida roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. We have no counted Florida company price for this job, so the range is our national estimate alone. Full method. Prices as of Oct 24, 2026.
When a repair stops being enough
The 25 percent line is a code threshold. Under it, the rest of the roof stays as it is; over it, on a roof that predates the 2007 code, the whole roof or section has to conform.
- The damage sits on one slope and the deck underneath is sound.
- The roof is under 15 years old and an insurer isn't asking about it.
- Repairs this year already touch close to a quarter of the roof.
- The deck is wet or rotted across several slopes.
The 25 percent rule and its exception
Section 706.1.1 of the Existing Building volume (8th Edition, 2023) sets the limit. No more than 25 percent of the roof area or roof section can be repaired, replaced or recovered in a 12-month period unless the covering on the whole roof or section is brought up to the code. The 2007 code is the cutoff. For a roof built, repaired or replaced under it or a later edition, only the portion being worked on has to meet the current code. Section 553.844(5) of the statutes writes that exception into law and bars a local government from amending it by ordinance.
A roof last laid before the 2007 code is held to the 25 percent test.
Where cities set the permit line
Lakeland says a minor shingle repair under 25 square feet needs no permit and requires one otherwise. Jacksonville charges $10 under 500 square feet. St. Petersburg's page on the state's under-$7,500 exemption excludes roofing, so a roof repair there can't use it. Section 553.79 itself carves out flood hazard areas and structural work, and the paragraph doesn't name roofing.
Why the repair date matters to your insurer
Under section 627.7011(5), an insurer can't refuse to issue or renew a homeowner's policy solely because of the age of a roof under 15 years old. The law counts roof age from the day 100 percent of the roof surface was built or replaced to the code then in force. Partial jobs count too. Age runs from the first one once later partial replacements add up to the whole roof.
When a roof repair cannot wait
- Shingles have lifted or blown off over a bedroom or kitchen.
- Water is stained through the ceiling after every rain this week.
- A few cracked shingles over an attic with no sign of water.
- Worn sealant around a vent while the weather is dry.
Questions before a repair crew starts
- Ask the building office whether your repair size needs a permit and who pulls it.
- Write down the roof's last full replacement date, since it feeds the insurer's age rule.
- Ask the roofer how much of the roof the job touches, as a share, so you can see where it sits against 25 percent.
Does a roof repair need a permit?
It depends on size and city. Lakeland exempts shingle repairs under 25 square feet, and Palm Bay lists a $100 repair fee. Port St. Lucie's 2022 schedule, marked for reference only, lists a repair of up to 25 percent of the roof at $100, or $86 online. Tampa's post-Helene notice set its storm-period exemption at 500 square feet. Give the building office your address and the square footage.
Florida licenses roofing contractors through DBPR, so before any work starts, ask for the license number and look it up on DBPR's license search.
Questions people ask
How much does roof repair cost in Florida?
Our model puts it at $105 to $2,900 per repair, minor to moderate, an estimate for planning. The band is wide and rests on one national source, so compare written estimates that list the scope.
What is the 25 percent rule for Florida roofs?
Repairs over 25 percent in 12 months can require the whole roof section to meet code. Existing Building 706.1.1 sets the rule, with an exception for roofs built or redone under the 2007 code or later, where only the touched portion has to conform.
Can my city add stricter rules than the 25 percent exception?
Not for the exception: state law bars a local amendment. Section 553.844(5) and the code's own note say a local government may not adopt an administrative or technical amendment to the 2007-code exception.
Do I need a permit to fix a few shingles in Florida?
Lakeland waives it under 25 square feet; your city sets its own line. The under-$7,500 state exemption excludes structural work and flood hazard areas, and St. Petersburg says roofing isn't covered by it.
Can an old roof cost me my homeowner's policy?
Not for age alone under 15 years, and older roofs get an inspection route. A roof 15 or more years old can be inspected at your expense, and the insurer can't refuse solely on age if the inspection shows 5 or more years of useful life.
