What a flat roof job involves
On a low slope, water leaves through drains and across seams, so the membrane, the seams and the drains are what the estimate should describe. Lakeland's Express Permitting covers shingle, TPO and modified bitumen roofs only.
What a flat roof costs in Florida: estimates, not quotes
A flat roof models at $3,025 to $16,400 per roof, from one national source widened by 15 percent each side and scaled by Florida's roofer wage ratio of 0.84. The model adds a typical re-roof permit fee of $162.
There's no Florida company flat-roof price in it, and the permit rows below show what Port St. Lucie and Coral Springs print.
| Item | Figure | What it is |
|---|---|---|
| Estimated range, not a quote | $3,025 to $16,400 per roof | Built from one national published range, adjusted by the Florida roofer wage ratio (0.84) plus a typical permit fee ($162). Six Florida roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. Basis: no state company sample (no counted Florida company price for this job), national estimate only. |

| Flat roof permit, Port St. Lucie | $100 | Residential schedule effective May 2, 2022, marked 'for reference only'; $86 in the online-fee column. |

Estimated range. Built from national published ranges (1 source), adjusted by Florida's roofer wage ratio to the US (0.84, BLS May 2025), plus the local permit fee where the city publishes one. Not a quote. Six Florida roofing companies publish a price we could count on their own websites; where five or more price the same job, the range is the middle half of their prices, and where two to four do, the estimate is widened to take them in. Coupons, specials and figures a page gives as an average are not counted. We have no counted Florida company price for this job, so the range is our national estimate alone. Full method. Recoat or replace a flat roof
A coating can go on a membrane that's sound. A water-soaked roof is different: Existing Building 706.3 requires tear-off to the deck before a new covering.
- The membrane is sound and ponding is shallow.
- Seams are tight and only the surface is worn.
- The deck is wet or soft.
- Leaks return in several places after patching.
Where coatings cross into licensed work
Section 489.105 counts coating as roofing work unless the coating is 'not represented to protect, repair, waterproof, stop leaks, or extend the life of the roof'. A coating sold to stop leaks is inside the roofing contractor's scope. Look up the license before you sign.
Code exceptions for low-slope and coated roofs
Existing Building 706.3 requires tear-off to the deck where the old roof is water soaked or deteriorated or already has two coverings. Its exceptions include spray polyurethane foam coatings and roofs in the High-Velocity Hurricane Zone, which follow sections 1512 to 1525 of the Building volume. That zone is Broward and Miami-Dade. There, section 706.1 sends the low-slope exception to sections 1515.2.2.1 and 1516.2.4.
What cities charge and ask
Port St. Lucie's 2022 schedule, marked for reference only, lists a flat roof at $100, or $86 online. Coral Springs prints $385 for a flat re-roof on an undated page. Tallahassee's undated roofing form wants Codes Review approval for slopes under 4 in 12 before the permit issues. Hialeah charges $100 up front.
When a flat roof cannot wait
- Water is ponding deeper than a few days of sun clears, or a seam has opened over a room.
- The membrane has blistered and split after a storm.
- A faded surface with no ponding.
- A small blister that has not cracked.
Questions for the flat-roof bidder
- Ask whether the quote is a coating over the membrane or a new membrane.
- In Broward or Miami-Dade, ask for the system's Miami-Dade Notice of Acceptance, which Fort Lauderdale and Coral Springs want with the permit.
- Ask for the drain and slope plan in writing.
Does a flat roof need a permit?
Tallahassee adds a Codes Review step for slopes under 4 in 12. In Lakeland, a TPO or modified bitumen roof can go through Express Permitting, though mobile homes and historic-district addresses can't.
Florida licenses roofing contractors through DBPR, so before any work starts, ask for the license number and look it up on DBPR's license search.
Questions people ask
How much does a flat roof cost in Florida?
The model puts it at $3,025 to $16,400 per roof, which is an estimate. It's a scaled national range plus a typical permit fee, with no Florida company price in it.
Does a roof coating need a licensed roofer in Florida?
If it is sold to stop leaks or waterproof, yes. Section 489.105 excepts only a coating not represented to protect, repair, waterproof, stop leaks or extend roof life.
Can a flat roof go over the old one?
Sometimes: foam coatings and some systems are exceptions. Existing Building 706.3 sets the tear-off rule and lists the exceptions.
What is the high-velocity hurricane zone?
Broward and Miami-Dade counties. The 8th Edition defines it, and its roofing follows sections 1512 to 1525.
Does Tallahassee review low-slope roofs?
Yes, for slopes under 4 in 12, before the permit is issued. The roofing permit form says Codes Review staff approve them first.
